Subject: [PATCH] Update deprecate-gifs.md

GIFs use the <img> tag, which allows screen readers to interpret the alt attribute for visually impaired users. However, the <video> tag does not support the alt attribute. Instead, an aria-label="..." should be added to provide a descriptive explanation of the video's content.
