Missing one step to allow the cloud functions to make the POST call

I followed the tutorial, but using a different version of Airflow (1.10.15). If you don't follow the steps here:
https://cloud.google.com/composer/docs/access-airflow-api#airflow-1_1
The Cloud Function would be unable to perform the POST call and the second DAG won't be fired.
