Merge #1040

1040: Update CompatHelper script r=DhairyaLGandhi a=DhairyaLGandhi

With reference to the failing CompatHelper runs on this repo; CompatHelper may have updated its Julia version requirements; so I am copying over the latest recommended CompatHelper script from their git repo.
