Apply global settings on new repositories #168
Description
I need to apply several configurations via workflow:
- Setup the branch protection rules, so I don't have to manually import them.
- Allow auto-merge option.
Maybe this configurations should be in the same workflow as update-year.yml, which already is updating the repository description and topics.
