Theme selection in forum apparently is updated but not displayed correctly in forum preference page

I'm updating an old EE site with a forum. The site was using eebootstrap to get a responsive theme and that theme had been renamed 2014. I put in a virgin copy of eebootstrap to eliminate some customizations the client wanted.

When on the above page in the CP, if I change the forum theme and save, the theme is not updated on the refreshed page radio button. Looking in the database, however, the forum theme has been properly updated. From what I can tell, other settings changed on this page are properly reflected upon saving.

I'm using EE 6.06, PHP 7.3

I think what is happening here is that user's selected theme is being applied instead of default one. Can you check that?
