Don't try to test on unsupported versions

- Exclude the 3.7 job on macOS, since `macos-latest` is AArch64
  which doesn't have builds for 3.7.

- Comment out 3.13t, since it doesn't seem to be working at all
  right now for this, on any platforms. That can be investigated
  later.
