and pin charset normalizer
Add timeout to report call, pin chartset and crypto versions. Organized to follow pattern of other third party extensions. These are the 'SSH' ones so were build using docker image for old glibc.
Allow users to set a timeout for the DNS extension

Primarily new feature to set timeout on call reporting results to DT. To avoid infinite hangs.
Also pins charset-normalizer to non-problematic versions.
Finally, some consistency changes so that the 'api url' is detected automatically across them.
