Docs: update instructions for contributors using correct setup (Docker, etc)

## Expected Behavior

Contributors making a clone of the repository should have updated instructions that include full steps for working with Docker and any additional requirements/scripts that have been added since last updated.

## Current Behavior

Documentation is outdated, and needs the new features documented.
