install fail on fedora 43 #273

Hello.

i have been using pyats successfully on fedora 42 in the past without any problems.
recently i installed fedora 43 and when installing pyats it fails with:

$ pip install pyats
Defaulting to user installation because normal site-packages is not writeable
ERROR: Could not find a version that satisfies the requirement pyats (from versions: none)
ERROR: No matching distribution found for pyats

this is under wsl
any ideas whats going on and why it fails?
doesnt matter if i try to install as root or as user, same two error messages in both cases.
