[Key Vault] - Restore pending tests (Azure#13291)
This PR addresses the following issues in Key Vault Admin:
1. Restore the pending tests now that they run on CI
2. Address a bug where an error could be returned from an LRO in the StatusDetails instead of the error field1 parent 8301c9a commit ae65908
