[pipeline] update configuration file for all mgmt services #23423
Description
Context
(1) After Azure/autorest.python#1154 merged, there is conflict in autorest configuration and readme configuration.
(2) Python SDK has not maintained track1, so there is no need to distinguish track1 and track2.
Steps
(1) update sample file:

(2) update readme file for all mgmt services
