Publishing the Crate (Optional COMPLETION)

As an extension, the foam-link-converter utility can be published to crates.io, Rust's public package registry. It's not necessary to COMPLETE this task, but fully exploring how publishing of crates is done will provide experience with the full lifecycle of creating and sharing an open-source tool.
